The way I had planned on implementing this type of file is as follows
(easily generalizes for other cases):
<lang>/intro/organization.wml:
contains the translation of any text (prose) in the page. This text
shouldn't change very often. It contains no slices. This file #includes
english/intro/organization.body file.
<lang>/intro/organization.body (I originally suggested *.data):
contains all the define-tags (which use slices to translate all
the phrases used) and all uses of the define-tags. For a large
page these could be split into seperate file as is done with the
vendors page.
This is the part of the page that will change more frequently.
When a new person takes on a job, only this file needs to be
changed. All the translations will be updated at the next make
run. The only time translators need to modify this file is when
first translating the page (to translate the slices) and when
a new slice is introduced.
If you'd like, I'll reorganize the page along these lines and set up
the Swedish translation.
