Not submission. Creating the page only. It is easier to maintain a
simple list instead of creating/changing a whole page. It is a bit like
using structured text for editing web pages, but much more simple.
And by the way: No link sent by mail is added automatically. The
linklist would be spammed with links we do not want. Address, subject
and submission format are just to make it easier to filter spam out and
to edit the list.
