Are you sure it is weekly ?
I have gotten new Contents-i386 several times a week.

But in security.debian.org I have problem too...
because I have a local mirror and if I run wget tu update the 
mirror, security.debian.org does not send the size of the file 
and wget download it a second time... which is unneccesary traffic.
