Bug#1089677: i18n patch works now

The package has been updated and the i18n patch works now.

The debian/missing-sources/locale.rs is copied from Blair Noctis with
small modifications:

1. i18n is in toml format instead of yml: serde_yml->toml, as_mapping-
>as_table, no unwrap for k.as_str();
2. declare const FALLBACK_LOCALE: &str = "en" in locale.rs.

It should be easy however I do not write rust before:)
Rust is interesting.
