Bug#1086195: ITP: libpulp -- library and tools for user-space live-patching

Libpulp is composed of two parts:
1. a library (libpulp.so) that enables live-patching of user-space processes, provided that to-be-patched binaries and libraries have been prepared/compiled with live-patching in mind, and that the process has been started with live-patching in mind, as well.
2. several tools for producing live-patches (objects), as well as for applying and reverting them.
Libpulp is developed by SUSE and is licensed under the LGPL version 2.1 (with the 'or later' clause).
I worked on its development from 2020 to 2021 so I'm familiar with the technology.
