This seems like a relatively trivial package, so I just went ahead and
built ... something. Source is at:

I'm not uploading this to NEW out of respect for this ticket, assigned
to you. I'm really happy to just give you maintainership, just
s/myname/yourname/ in the package and put it wherever you want. :)

Happy to share maintainership as well. Maybe it should go under the
team+swaywm@tracker.debian.org umbrella too?

Tested locally, it works fine. Only annoyance, IMHO, is the lack of a
manual page and the SUID bit.
