Is it possible to reintroduce the package?
Yes. I have reopened https://bugs.debian.org/311951 so that you can operate on it.
It is now a RFP (request for package). If you want to hand in the adjusted package
please make it an ITP and set yourself as its owner.
It can be done with a minimum effort:
- update the version to 2.0
- update upstream repository : https://github.com/lounisB/graphMonkey
<https://github.com/lounisB/graphMonkey>
- change dependency to libgtk3.0-cil
Please hand in a complete source package (dsc) with these changes at the appropriate place:

If you need a place to upload, please check out https://mentors.debian.net.
The package must target unstable or experimental.
You should keep the old changelog.
