This was previously discussed in #1027215 (on, among others, deepnano's team list), where it was noted that removing keras would also block the addition of qmean (ITP #976981), but attempts to fix theano failed.

There seems to be hope for keras: keras 3 is going to be released this fall [1], again with support for multiple backends including less problematic pytorch. Maybe it is worth to keep src:keras for the time being, until keras 3 arrives?
