There is no dolphin-emu release that needs libspng. If a commit before https://github.com/dolphin-emu/dolphin/commit/a9edf129e35e109fe50d8b4cca444de0c60bcb52 is imported it is not needed.So this is not really a blocker. If there is a reason to have a newer commit as new version in Debian please document that here.
