 including commands to setup package file layouts

 Built-in features:
  * Creating file layouts for packages.

I will take of this package within the DPT and uplaoded the current most
recent upstream version already.
This package is feature complete as usptream stated and maintaining
shouldn't be that difficult. Altough newer Python versions can cost time
to adjust the rather old code base.

Thanks for maintaing the package in the past.
