OK. To be clear, I have no interest in PHP or php-doc, I mainly wanted
to make you aware of the steps for reintroduction of old packages.

You'll need to unarchive/reopen this and then either close it in the
debian/changelog of your package or close the bug with the new version:

Since you probably don't want to notify the submitter of the closing,
probably you should use the close command with the new version number:

These you could unarchive/reopen and state your position on the bugs.

Since both of them request Spanish, German and French, maybe the
translations for those are complete enough to be packaged,
if so then you could close the bugs when packaging them.
