Bug#1027123: ITP: php-xhprof -- XHProf is a function-level hierarchical profiler for PHP

Just found the php-xhprof repo[1] after starting to read the the
packaging instructions[2] but, since I want this for php7.4 (at least
for now), I think this is still relevent-ish.
