The executable name is free.

Its use is basically mandatory any time you submit a bug to gcc, thus
there's no chance it goes away -- even if indeed no one is stepping up
for full-time maintenance. It's just code that works well enough, and
doesn't seem to require new upstream updates basically ever.

A package rename would take at least a couple of Debian releases, thus
isn't something that works in a reasonable timeframe.
Thus, you'd need to upload as git-delta or such now, then maybe be able
to take over the name in the future...
