Bug#1017088: ITP: c4core -- library of low-level C++ utilities, written with low-latency projects in mind

With the help of Debian developers, debugbreak and fast_float were uploaded to the archive.
Thus it is a good time to work on c4core.

If you don't mind, can you share your thoughts on the issue relating to biojppm/cmake as discussed above?
