The creation of this package has been suggested in 
https://salsa.debian.org/debian/debhelper/-/merge_requests/73

The package will Provide `dh-sequence-installnss` until `dh_installnss` 
is deemed stable enough to be added to debhelper.

From the README:

The` dh_installnss` debhelper provides a declarative way for NSS-related 
packages to express how the NSS services they supply should be installed 
and in which order.
