Hello,

I request adoption (or likely removal) of this package. Upstream is phasing out this package [1] in favor of similar alternatives, and I no longer have the bandwidth and energy to maintain the packaging effort.

One of the new packages that will replace the current one ("qiskit-ibm-provider") shares many similarities with the current package - ideally, the new maintainer would be able to reuse most of the current effort. Please note that this package has a strong relationship with (RFH-ed) qiskit-terra, and help/coordination would be encouraged/needed.
