An RFP means you are requesting someone to package it. The best you can do is to make it as easy as possible for potential packagers to decide whether it's worth looking into it. Especially the information about the license and programming language is very useful for this. In this particular case it could make sense to Cc: the KDE Team as they might be interested in picking it up themselves.
