Sure they can. Developers want users to think that their software is
cool. By distributing stuff in Debian, upstream gets less control in
that, and users may think that the software sucks due to no fault of
upstream.

This particular project is fast-moving, so users of the package would at
best have a functional-yet-old version, and may think the software
sucks. *I* don't agree, and *I* think working with and using a distro is
still worth it. But this upstream made their preferences clear, and I
think we should respect them.
