It is a CLI tool packaged as a Ruby gem and has no runtime dependencies other than Ruby. It is also packaged in GNU Guix as https://guix.gnu.org/en/packages/bio-vcf-0.9.5/. As the author I am happy to support upstream issues, though I expect few.
