Parsoid has been ported to PHP and is now being bundled inside MediaWiki
as a library rather than a separate web service. I plan to close this
ITP with my next MediaWiki upload (upstream version 1.35) as it fulfills
the spirit of this request. If someone would like a separate Parsoid
package, let me know and I can see what's possible.
