Bug#939537: ITP: vg -- tools for working with genome variation graphs

I've merged and pushed all my changes, the build finishes and the regular + autopkgtests pass.

TODO:
1. Send more patches upstream
2. Review the following patches and see if we can eliminate even more code copies:
#use_packaged_vcflib  # 1.0.0+dfsg-1 is incompatible with the bundled htslib
#use_packaged_htslib  # waiting on https://github.com/samtools/htslib/pull/904/files or similiar to be merged & new htslib release
#use_packaged_vw # debian package is out of date, missing array_parameters.h, and not in testing/stable
#use_packaged_sdsl # fails many tests, local copy is a newer snapshot than Debian's
#use_packaged_protobuf ?

I have 1.20.0 in my local repository, not yet pushed

According to my build logs that did not succeed either.

I'll update my local copy to 1.21 as well, and then I'll compare the patch modifications; pushing up the diff if that seems useful

by chance I stumbled upon that package.  I have no real interest in it
but I was wondering about the status of this ITP.  Upstream is meanwhile
at 1.21.0 and thus I did an upgrade (including adapting the many patched
to the build system.  I pushed my changed but I need to admit I've
broken the build.

Before I investigate in fixing the build I wonder what might be your
plan with this package.

Kind regards

     Andreas.
