Let's you assert equalities etc. for testing that your new C functions

I'm still evaluating CuTest, but since I've already done some packaging
work as part of that, I'm filing an ITP to prevent any duplication of

I do not expect to upload CuTest any time soon.

Can change that if someone asks, as I have the packaging.
