Bug#747616: RFP: intellij-idea -- An integrated development environment for Java and other Java VM languages

This RFP is about packaging a full-blown IDE, but it builds from the
same source as the intellij-community-idea source package we’re about to
upload. However, the current packaging effort is only focused on
packaging the support libraries IDEA comes with, which are reverse
dependencies of other packages such as the Kotlin compiler. When the
Kotlin compiler itself and Gradle 5 are in Debian, this RFP can be
revisited and addressed properly.

This should *not* be closed when #916993/#939721 is done.
