Bug#742931: RFP: alaveteli -- free software to help citizens write Freedom of Information requests and automatically publish any responses



I don't know that this is software well-suited to packaging.  It's server-side, 
and intended to be highly customized: it appears that they are distributing a 
basic outline for a FOI website, not a software that creates more FOI websites.
