Bug#880199: Packaging blockers

The build dependency "github.com/opencontainers/image-tools" is being declared as "golang-github-opencontainers-image-tools-image-dev" [1], right?
But the mentioned ITP Bug #900900 [2] is not providing any package under that name [3]...
And I cannot find any package, ITP or RFP providing "golang-github-opencontainers-image-tools-image-dev".
I'm really puzzled... Am I missing something?
