I've started to work on packaging skopeo, you can find the packaging at
Note that it depends on some additional packages currently found in the NEW queue, but I've been able to build and install the package in a chroot.
Testing and comments on the packaging would be very appreciated.
One thing that bugs me is that I had to disable the test suite. Help on getting that part to work would be most helpful!
