Solving this kind of issue with a Conflicts line is against the Policy, I recently had this conversation in debian-devel and the answer was: No. The binary from ditrack could in principle be renamed instead of the one in your package. I would prefer this solution, but it has to be discussed in debian-devel (the policy is explicit on this).
If you end up renaming, I think 'dnstool' is a good fit. You could also try to ask upstream if they would consider renaming the project. I don't think it's a good idea to claim a 2-letter command in 2019.
