From my perspective (and I think this is also the opinion of the MIA team), it is ok for Markus to take over the package in this case, as he got the (verbal) ok from the former maintainer and we do not have reasons to believe that this is not true. IMHO there is no need to formally orphan it beforehand (and strictly it would not need an ITA either).
