Bug#916862: ITP: libwebservice-hmrc-vat-perl -- Interact with the UK HMRC VAT API

This bug is pending two issues:

1) The completion of the ITP for libsebservice-hmrc-perl, #916861,
which it depends on.
2) Resolution of the issue that the current version of upstream fails testing.
   (as also reported at
http://matrix.cpantesters.org/?dist=WebService-HMRC-VAT+0.02)
