 reopen is a freopen functionality for golang's io.Writers which
 makes a standard os.File a "reopenablle writer" and allow SIGHUP
 signals to reopen log files,as needed by lograted.This is inspired
 by the C/Posix freopen.
 This is a dependency of gitlab-workhorse and I will maintain this
 package under the Debian Go Team.
