Control: retitle -1 ITP: librtr -- Library implementing the client-side of the RPKI-RTR Protocol.

This library has been gaining more popularity recently, e.g.
https://github.com/FRRouting/frr. Packaging it will enable more
software to be easily packageable/buildable/usable from Debian.

I intend to maintain this as part of the Debian Security Tools
Packaging Team.
