While studying src:php-elisp for adoption I noticed that it connects
to php.net to query documentation unless configured to use a local
copy. Php-doc was dropped from Debian during stretch's development,
due to failure to update to PHP 7.x (Bug #821695).

Would someone please consider reintroducing an updated php-doc to
Debian?
