Description : functions that implement a high-level library for
retrieving and uploading files using Uniform Resource Locators

While a strong part of the FreeBSD disto there's no reason this code
can't be packaged for use elsewhere. It seems to have been used
elsewhere already such as a dependency in Arch and some ssl
implementations.

man page: http://www.unix.com/man-page/freebsd/3/fetch/
description of libfetch vs. similar code.

After the library is packaged this user level program can be packaged:
