It's just one Python file and should be easy to package.
GPL licensed.  Recommends espeak, suggests festlex-oald.

It can convert between the phoneme formats of Festival,
eSpeak, SAPI (for MS Windows), Cepstral, Mac, X-SAMPA,
Acapela UK, CMU, and Unicode IPA.  (Oh, and the BBC Micro.)
