https://salsa.debian.org/go-team/packages/golang-github-opencontainers-runtime-tools gives me a 404. Is this ITP a placeholder?

Thanks for your work on this.

On that note, is there a team or mailinglist for coordinating work on container tools? I might be interested in getting involved.
