Bug#858327: ITP: python-face-recognition -- Recognize and manipulate faces from Python

Hi,

Package is ready to upload[0], but there are still some blockers at the moment:
 - face_recognition_models[1] needs to be packaged (planning to do it in the
   next days)
 - dlib[2] is not up to date and version > 19.3.0 is required (planning to get
   it updated some way)
