Pre-built binary has been pushed to their github repo on Mar 11, 2017:

    https://github.com/googlei18n/noto-emoji/blob/master/fonts/NotoColorEmoji.ttf

I think we can use the binary instead of building from source,
fonts-noto and fonts-noto-cjk do the same.
