This is not in fact needed for Debian, it is only needed if WEBPACK_REPORT is true during the build of gitlab, which is useless for Debian's purposes.
See config/webpack.config.js for confirmation.
I recommend closing this ITP as WONTFIX and avoiding the extra node dependencies it would introduce into Debian and the extra work it would cause everyone.
