pglogical <https://2ndquadrant.com/en/resources/pglogical/> provides
very useful replication capabilities lacking from pg and does so in an
arguably better way than packages like slony.

Also, its capabilities are likely to get upstreamed over the next few
pg releases.

Compiling it locally works, but required re-compilation every time
debian's postgresql package updates, so it is vastly better if debian
packages it and recompiles it whenever postgresql itself is compiled.

It should be a very straightforward addition.
