A few words regarding the workflow: Because Osmo publishes audio-recorder as an Ubuntu package, it already contains a debian/ directory. So I download the latest tarball, untar it, delete the debian/ directory and tar it again. I work with git and gbp, so the all the packaging work is done in a git repository. That is https://github.com/NoreSoft/audio-recorder at the moment. I am not a big fan of github, but chose it for simplicity. If you prefer something more free, let me know. If not, I could just give you write access to the repo.
