This is only partially true: nothing is preventing anyone to create their own service and reuse the same client software. This software meets all criteria of Section 2.2.1 of Debian Policy, as far as I'm concerned. Your suggestion that it should belong to contrib is most probably based on a wrong assumption that it "requires software outside of the distribution to either build or function" -- it doesn't. Moreover, it doesn't require to use any service at all and can function without reporting any data gathered to anywhere but to standard output/journal.
