It does not need Android and can run on any JVM. The MapTilePackager downloads OSM's map tiles (bitmaps) within ranges (zoom levels, coordinates, etc.) that can be specified. A map tile directory structure is created, in the same format as used by OSM itself as well as by many applications that can use these files as cache (for example OSMDroid, AndNav, mapping applications from OpenMoko, etc. pp.).
