The scala-2.10 package can be used by adding this to /etc/apt/sources.list:

  deb https://pkg-java.alioth.debian.org unstable/
  deb https://pkg-java.alioth.debian.org experimental/

Then run "apt update" and "apt install scala-2.10"

This isn't just you, packaging SBT is a difficult task, even for an
experienced developer. Maybe you'll be able to help more easily if
Frederic manages to bootstrap the first version of the sbt package.

This is a good idea. I don't have enough free time to work on packaging
Scala libraries, but I'll be happy to chime in and share some advices
when possible.
