Yes, see http://www.oracle.com/technetwork/licenses/instant-client-lic-152016.html for license conditions on e.g. oracle-instantclient12.1-basic which ships /usr/lib/oracle/12.1/client64/lib/libclntsh.so.12.1 . php-oci8 depends upon Oracle's Instant Client libraries. It has conditions like "you do not charge your end users for use of the Programs" and "prohibit the reverse engineering (unless required by law for interoperability), disassembly or decompilation of the Programs".
