"Aard Dictionary is a multiplatform dictionary and offline Wikipedia reader. It was originally designed for Nokia Internet Tablet devices (N800/N810), but it also runs on desktop Linux, Windows, and it should be possible to run it on any platform where Python, PyGTK and ICU are available. Aard Dictionary is under active development and is not a stable software. However it is already very usable."

there are deb packages available on the website.

Licence is GPL3 http://bitbucket.org/itkach/aarddict/src/tip/LICENSE

the data files for it are available from the website, or can be made using aardtools from wikipedia xml dumps. i'd guess that they are to big to be packaged.
