noone seems to accept my program

I started submitting my program, lhendraw, at october 2015. Although 
Michael Banck from the debichem team told me of some issues I then 
corrected, noone has ever accepted the program, and I cannot contact 
Michael Banck recently and the debian-science mailing list has become 
more silent since then.
Is it possible that I maintain my own package? Which two would sign my 
GPG signature as advocates for that?
