BioPerl 1.6 is already in the archive. However, the 
much respected Ensembl suite needs version 1.2.3.

The current 2016 release of Emsembl requires Bioperl 1.6.1.

Debian 8.0 "Jessie" includes Bioperl 1.6.924 which should work fine
with the current Emsembl release.

and the maintainer will reopen the bug report if appropriate.
