Packer is a lightweight tool for create machine images for multiple platforms 
in parallel.
Packer comes out of the box with support for creating AMIs (EC2), KVM, 
Openstack and VirtualBox images. Support for more platforms can be added via 
plugins.
The images that Packer creates can easily be turned into Vagrant boxes.

Extra notes:

I had a look about the way packer works for Virtualbox and contrary to 
existing chroot-based tools, packer uses the debian-installer by preseeding 
a local http server. 

I am interested in packaging packer ! With the aim one day of creating
official debian images for VirtualBox, though I would wait before to know if
someone is willing to upload the resulting work in the archive.
