Bug#800771: ITP: telegram-purple -- Adds support for Telegram to libpurple

Since there's somewhere a guideline saying that we should sometimes post
updates:

In the RFS thread it seemed to me that "dh get-orig-tar" is highly 
desirable. This delays it a bit. Also, worked on 1.3.0 (far from ready, 
improved build system) and 1.2.5 (released).

For 1.3.0, this will go horribly bad, and we will have to reduce the 
number of translations. Sorry, but if nobody updates translations we 
have to remove them.

This is NOT a call for help, just a "report".
