I've made the first draft package available from <URL: http://anonscm.debian.org/gitweb/?p=collab-maint/hexchat-otr.git >. I plan to upload it tomorrow. I would be more than happy to place it under the pkg-privacy umbrella, or to get some co-maintainer for the package.
